C-Mitra is a virtual police helpdesk of Hyderabad City Police created to help victims of cybercrime file an FIR or Petty Case (PMS) entry without having to visit a Police Station for the filing step.
If you choose the C-Mitra service:
- You do not need to visit a Police Station for FIR / PMS filing
- Our officers help you remotely with complaint drafting and registration
- The FIR is filed as a Zero FIR (An FIR with “0”as number) and sent to the correct Police Station within Hyderabad City Police Jurisdiction limits. The concerned police station then files a regular FIR and assigns a regular FIR number.
Any Police Station visit, if required later, is only for investigation support, not for filing.
You can use the C-Mitra service if:
- You are a victim of cybercrime
- The cybercrime incident happened while you were residing within Hyderabad City Police jurisdiction
- You have a valid NCRP Acknowledgement ID
- You are reachable by phone and opt for availing the C-Mitra Service.

C-Mitra currently provides:
- E-FIR complaint drafting support (we help draft your complaint based on your 1930/cybercrime.gov.in submissions)
- Zero FIR (0-FIR) filing and forwarding the same to the
jurisdictional police station for commencement of investigation. [For Cyber Financial Cases above ₹25K, and for serious Non-Financial
Cybercrimes affecting women, children and other marginal groups etc., as
per provisions of law]
- Petty Case (PMS) filing [Where Financial loss is less than ₹25K or where only an attempted cybercrime is reported, etc., as per law]

Step-by-Step Process
- You report cybercrime through 1930 / cybercrime.gov.in / Police Station
- You receive an NCRP Acknowledgement ID by SMS
- A C-Mitra officer reviews your complaint details and contacts you to verify your interest in availing this service. If you are interested to avail this service, your initial complaint is verified for sufficiency.
- If information is sufficient a complaint draft is prepared and shared with you
- If any important information is missing, you will receive a Request for Additional Information which you can submit online, upon receipt of which we will share a complaint draft with you.
- You have to download the draft, review once for accuracy, make appropriate changes, take a print out, sign the complaint by your hand or clear Left Hand Thumb Print and send by courier to

Ensure
to write your 14-digit NCRP Acknowledgement ID on the top of the envelope in
bold underlined letters. “Example: NCRP ACK ID= XXXX XXXX XXXX XX”.

Once you
have shared the signed complaint our officers will file a “0 FIR” (an FIR
without any number assigned to it) or a PMS on your behalf and share it with
the jurisdictional Police Station within 1 working day. You can learn more

The applicable Police Station
is supposed to accept the 0-FIR and file a regular FIR within 1 working day.

You will receive SMS updates at
key stages.
A Zero FIR is an FIR that can be registered without waiting for jurisdiction clarity.
Under C-Mitra:
- FIR is filed centrally
- Then sent to the correct Police Station
- Investigation is taken up by that Police Station
This ensures no delay in registration and the victim does not have to go to the police station for filing stage process.
· For Filing:
o No Police Station visit is required for FIR or PMS filing if you use C-Mitra.
· After Filing:
o You may be asked to visit the Police Station later only if required for investigation, as per law.
Our officers check whether your complaint has enough details such as:
- Your contact details
- What happened and when
- How the cybercrime occurred
- Any phone number, account, link, or ID used by the offender
- Payment details (if money loss occurred)
- Screenshots or documents (if available)
- Your full address to verify actual jurisdiction
This helps avoid delays and repeat queries.
You may receive a Request for Additional Information if:
- Some details are missing
- Transaction information is unclear
- Offender details are not mentioned or unclear
This does not mean your
complaint is rejected or closed.
It only helps us process your complaint correctly.
C-Mitra does not:
- Investigate cases
- Track investigation progress after FIR
- Promise refund or recovery of money
- Provide legal advice

- Note: C-Mitra would not know the actual Status of your investigation once the FIR has been filed. You will have to call the concerned police station of visit https://cybercrime.gov.in to know the Status of Investigation.
Important Assurance

- Seeking additional information, where required, is to ensure sufficiency of information and does not delay or weaken your case
- Filing through C-Mitra is just as valid as filing at a Police Station and legally compliant.
· Cyber criminals can work from anywhere in the country or abroad. Knowing this, the Government of India has mandated that details of all Cybercrime Complaints are first recorded in the National Cybercrime Portal. The citizen facing side of this portal is the https://cybercrime.gov.in website and the 1930 call centre.
· All To ensure that there is a central repository of known offenders and mule account holders etc., police across the country rely heavily on the NCRP system managed by the Indian Cybercrime Coordination Centre (I4C). · Once a complaint is reported through the above channels, the process of tracing the linked financial transactions commences immediately and does not require a separate FIR or Petty Case to be filed immediately.
· However, in case of Financial Cybercrimes, it is mandatory for an FIR or Petty Case to be filed so that the Police is authorized to refund the amount that could be blocked from accounts of cybercriminals.
· Hence, to ensure that there is consistency in reporting regime in the country, the C-Mitra service requires an NCRP Acknowledgement ID.
· The C-Mitra call will come from 040-4189-3111 and not from a mobile phone.
· Only the C-Mitra officer will have access to sensitive information pertaining to your complaint based on your initial complaint to NCRP.
· As a part of the process, the C-Mitra officer will provide you with the last 4 digits of your 14 digit NCRP complaint ID on the call.
· Any whatsapp communication, including documents that you receive shall also come only from 87126XXXXX series phone number, which is allotted to Hyderabad City Police. However, in case you have any doubt, whatsoever, you can also visit local police station to check the genuineness of the call.
· The C-Mitra officer will not ask you for any
OTP/ Money/ etc.
· The above points taken into account together can help you verify the veracity of the caller.
